Job Opportunity for Master Trainers

 

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination and violence against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The EmPower: Women for Climate–Resilient Societies is a 5-year project (2018-2022) implemented jointly by UN Women and UN Environment in Bangladesh, Cambodia, Viet Nam and regionally in Asia and the Pacific, with the support of the Swedish International Development Agency (EmPower website). EmPower envisions women and marginalized groups in Asia and the Pacific becoming more resilient to the adverse impacts of climate change and disasters. EmPower aims to strengthen gender equality and human rights in climate change and disaster risk actions in the Asia and the Pacific region. To achieve this outcome, EmPower has invested in five output areas of: 1) women’s leadership, 2) gender statistics for decision-making, 3) gender-responsive climate change policies 4) renewable energy for resilient livelihoods and 5) regional engagement.

Under output 1, UN Women partnered with ARROW to implement three Trainings of Trainers (ToTs) on gender equality and climate change and disaster risk reduction for the representatives of women-led civil society organisations (CSOs) working at the community level. The workshop materials were prepared based on the Training of Trainer’s Manual: Gender and Climate Change Resilience. A series of three ToTs was organised in the pilot countries: Bangladesh, Cambodia, and Viet Nam, in May-June 2021 in partnership with CSOs in each country. UN Women aims to amplify the impact of the capacity building work by organising the ToTs in three more countries: Thailand, Nepal, and The Philippines.

Besides this, UN Women would like to organise two more regional training events on gender, human rights and climate change:

  • a cross-country peer-to-peer learning event on the Integration of Gender and Human Rights in Climate Change and Renewable Energy Policies and Programmes (in September 2021).
  • an online workshop for UN Women country offices (COs) on similar topics to amplify the impacts of the EmPower in more countries (in October 2021).

All ToTs and training events will be delivered virtually, considering current travel restrictions due to the COVID-19 pandemic.

UN Women is hiring an international consultant to assist in preparation of the ToTs in Thailand, Nepal, and the Philippines and to deliver dedicated sessions at the two regional training events.

 

Duties And Responsibilities

Under the supervision of the Regional Adviser on Gender and Climate Change, who will be responsible for the quality assurance of the deliverables, the consultant will perform the following tasks:

1. Guide The Organisation Of ToTs For CSOs

  • Develop a ToT package (including needs assessment surveys, agendas/programmes for ToTs, presentations/handouts/supporting documents and other documents for ToTs) by modifying the existing sets of documents and using the training manual;
  • Guide national consultants or CSO team recruited in each country during the entire process of preparation of 3 ToTs in Thailand, Nepal, and the Philippines;
  • Guide national consultants or CSO teams on how to use the training manual and on developing a ToT agenda for a three-day ToT in each country with the duration of up to 4 hours per day;
  • Organise virtual preparatory and debriefing meetings with national consultants or CSOs; 1) to discuss and agree on the roles and responsibilities in relation to ToTs, and the agendas and learning objectives of ToTs; and 2) to share the learnings and feedback on knowledge uptake;
  • Lead and moderate 1 training session on gender mainstreaming in climate actions and related policies/mechanisms and 1 reflection session in each ToT (*note: 6 sessions in total in 3 ToTs. Each session would be maximum 2 hours. The topic would be finalised after the discussion between international and national consultants or CSOs and UN Women);
  • note: a national consultant or CSO team recruited in each country would be in charge of developing their own agenda and implementation of the ToTs
  • note: the international consultant will communicate with national consultants or CSOs in English. They or a professional company would interpret some sessions into local languages if needed.
  • note: most of the contents needed for ToTs is already available in the Training of Trainer’s Manual: Gender and Climate Change Resilience. Lessons learnt and ToT materials from the previously organised ToTs in the three pilot countries will be available by the end of June 2021 to help the organisation of the ToTs.

2. Deliver Training Sessions In Two Regional Learning Events

  • Deliver maximum 3 training sessions (maximum 2 hours/session) at a cross-country peer-to-peer learning event on the Integration of Gender and Human Rights in Climate Change and Renewable Energy Policies and Programmes (in September 2021). The targeting audiences would be from various sectors (e.g. CSOs, NGOs, public/private sectors, governments, academia, etc.). The sessions would be based on the ToT manual.
  • Deliver maximum 2 training sessions (maximum 2 hours/session) at an online workshop for UN Women COs on similar topics (e.g. Integration of Gender and Human Rights in Climate Change) to amplify the impacts of the EmPower in more countries (in October 2021). 1 session would be same as the session from the ToTs.
  • note: most of contents needed for two regional learning events is already available in the Training of Trainer’s Manual: Gender and Climate Change Resilience.

 

Expected Deliverables and Timeframe

31 July 2021

  • A ToT package in English (including needs assessments, baseline surveys, a concept note, agendas/programmes for ToTs, presentations/handouts/supporting documents and any needed documents for ToTs)

31 August 2021

  • 3 ToTs advised in Thailand, Nepal, and Philippines by guiding the national consultants or CSOs

31 August 2021

  • 6 sessions (1 training sessions and 1 reflection sessions per ToT, max.2 hours/session) are delivered in 3 ToTs

30 September 2021

  • Maximum 3 training sessions (maximum 2 hours/session) at a cross-country peer-to-peer learning event

15 October 2021

  • Maximum 2 training sessions (maximum 2 hours/session) at an online workshop for UN Women COs
  • note: all deliverables need to be in line with UN Women guidelines and templates provided by EmPower.

 

Duration of Assignment and Duty Station

The time required for the consultancy is within the period from 1st July to 31st October 2021. This post is home-based.

 

Schedule of Payments

Payment in full upon final submission and satisfactory deliverables submitted.

 

Evaluation

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the applications, with the evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal Evaluation

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technically qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Required Skills And Experience

  • A master’s degree in the field of international development, gender studies, and climate-related area with at least 5 years of experience in gender, climate change and/or related field, preferably in the Asia-Pacific region. Or a bachelor's degree in those fields with 7 years of the above-mentioned work experience;
  • Minimum 5 years of relevant work experience, with demonstrable expertise in the thematic areas of gender and climate change;
  • Knowledge on the intersectionality of gender and climate change is required;
  • Experience in coordination and organization of training of trainers, workshops, or other training on gender and climate change. Organizing events in interactive virtual modalities are mandatory;
  • Experience in Micro Office programmes and online event tools is required (e.g. Zoom, Mentimeter, etc.);
  • Experience working with the UN Agencies or other international organizations, and the Member States in Asia – Pacific is advantageous;
  • Proficiency in English
