1. Who we are?
MB Consulting, SA (MB) is a Mozambican company which was established in 2010.
- It was established under the Mozambican laws and it has its head office in Maputo, Mozambique.
- The company is led by Mariam Bibi Umarji, a Mozambican young woman. The company is not under any foreign entities’ or individuals’ control. It is a “Made in Mozambique” meaning it employs and nurtures local Mozambican talents.
- It is a small and medium enterprise (SME).
- The company has a track record, it is well respected; it provides services to the government, development partners community, civil society, parliament / assemblies and the private sector.
- It has capacity to provide services in any province and district in Mozambique.
- It has provided services in other countries, such as Angola, Cape Verde, Malawi, Tanzania, South Africa and many others.
- It is prepared (and it has already built a track record) to provide services in other countries (it has a particular capacity to provide services in Portuguese-speaking countries).
- The company employs full-time staff including admin and executive staff.
- The consulting and advisory team has also the capacity to provide training and capacity building. The company provides training on a regular basis and it has been accredited by IFC / World Bank SME Initiative.
- The administrative staff is qualified, and it ensures appropriate management (administration, finance, human resources, marketing, and logistics, among others) and it supports both the consultants and customers with regard to any administrative-related need.
- The company is dully registered in the UFSA “Functional Unit for Supervision of Procurement”.
- It is an ISO certified company by the National Institute for Standards and Quality (INNOQ) by the International Quality Management System, Quality Norm “NM ISO 9001: 2015”.

By working with our company MB Consulting, SA, you will be supporting a local SME, 100% Mozambican owned that specializes in the provision of the following services: consultancy, advisory, technical assistance, project management, vocational training and capacity building, private sector development, civil society support and development services, etc. We have particular expertise in the area of public financial management and strategic planning.
Our team is young, yet dynamic and responsive to each client project needs. Up to date, the team has delivered high quality level services to its customers. We make all efforts to add value to all of our customer’s services and requests.
The team has also sound experience in the application of PEFA (Public Expenditure and Financial Accountability) Methodology and many other development partners assessment tools for different levels of government, sectors and stakeholders.
We also provide support in areas related to aid modalities and fund management. Services include design of modality or instrument to the operational details of financial management, procurement management, capacity building and administrative support.
We also have in house two initiatives that provide value for our clients:
MB Consulting, SA has invested and is developing its own training academy, a training institute duly recognized by INEPF – Instituto Nacional de Emprego e Formação Profisisnal (and currently being integrated under ANEP – National Authority of Professional Education) and a founding member of AMEP – Associação Moçambicana dos Prestadores de Educação Profissional.
The Public Finance and Management Academy (AGFP) is an initiative of MB Consulting, SA, aiming to contribute to the strengthening and development of soft and managerial skills, technical competences and other areas that when well executed can substantially contribute to the success of private and public sector institutions, including SMEs, in Mozambique.
AGFP also aims to develop research skills, dialogue and advocacy of non-institutional actors involved in the private and public financial management processes (PFM) and planning in Mozambique.
The key OBJECTIVES of AGFP are to contribute to the development of skills, abilities and behaviors in different areas of management and related subjects, for public and private sectors, through tailor made, technical and dynamic interventions according to the needs of these target groups.
It is also a way to integrate the learning that takes place during consultancy, advisory and technical assistance provided my MB Consulting, SA and also lessons learners over years of experience in different projects at different levels of intervention that can become usual case studies for training and capacity building purposes,

3. What we do?
MB Consulting, SA is a company 100% Mozambican specialized in the provision of the following services: consultancy, training, private sector development, project management and civil society support services. We have particular expertise in the field of strategic planning and public financial management.
The company is a collective effort of a group of young Mozambicans, dynamic and responsive to each client / project need. Up to date the team has delivered high quality level work for its clients and adding value to the clients’ activities and projects.
The team, individually and collectively, has a broad and solid experience in the use of the PEFA (Public Expenditure and Financial Accountability). We have successfully applied the methodology at national sub national and sectoral levels. Mariam Umarji, the company director, has strong knowledge in the methodology and experience in its application and she is included in the PEFA community of practice and PEFA Secretariat List of Consultants.

The company is active at both national and local (provinces and districts) levels and in key sectors such as Health, Education, Agriculture, Justice and Environment.
We are experienced in Mozambique (from central to district levels including provinces and municipalities) and we have also developed work in other Portuguese speaking countries such as Angola, Cape Verde and Brazil. We also work in the sub-Saharan region having done assignments in South Africa, Malawi and Tanzania.
