Sovereign Diplomatic Consulting & the WSSD (2002)
Pat has worked extensively with the Republic of Mozambique for over three decades. In 2002, Zenico’s services were procured directly by the Mozambican President’s Office under Former President Mr. Joaquim Chissano. Pat was tasked with assisting the official Mozambican delegation during the landmark World Summit on Sustainable Development (WSSD) held in Johannesburg, South Africa. In addition to high-level diplomatic support, Zenico successfully designed, managed, and executed the country's national exhibition stand promoting Mozambique at the UBUNTU Village, showcasing the nation's sustainable development potential to global investors.
Foundational SADC BA PPP Project & Pan-African Training (2003 – 2008)
In early 2003, Zenico's services were procured by the SADC Banking Association to pioneer and launch the SADC BA Public-Private Partnership (PPP) Capacity Building Initiative in Maputo, Mozambique. Working in close collaboration with the Chairperson of the Association of Bankers Mozambique, Mr. Oldemiro Baloi (who later transitioned to become the Minister of Foreign Affairs and Cooperation), Zenico assumed total administrative control of this project.
Pat managed this regional initiative for a period of five years, leading a consortium of top-tier service providers including PricewaterhouseCoopers (PwC). As part of this elite team, she co-developed the comprehensive modules for classroom-based training delivered across the SADC region. Furthermore, Zenico independently managed the SADC Banking Association’s online training program for three years, collaborating directly with the Institute for Public-Private Partnerships (IP3) in Washington, DC, to allocate online training sponsorships to deserving SADC participants. Zenico's foundational role is formally recognized and listed under the Institutional Setup of the SADC BA PPP Project. For this transformative work, Pat was part of the team that won the prestigious "PPP Champion of the Year" award at the Africa Investor Infrastructure Summit in 2008.
Bilateral Trade and the South Africa-Mozambique Chamber of Commerce
Pat was instrumental in actively promoting bilateral trade and industrial collaboration between South Africa and Mozambique. Her strategic advisory work culminated in a landmark investment conference and the formal establishment of the South Africa Mozambique Chamber of Commerce (SAMOZACC). As a founding member, Pat served as the organization's Treasurer from its inception in 2003 until June 2015.
Zenico directly managed the day-to-day operations of the Chamber for two years, a period marked by significant membership growth, enhanced public profile, and robust financial stabilization—including hosting highly successful private sector fundraising golf days. A major highlight of her tenure was organizing an exclusive round-table dinner at the Hilton Hotel in Sandton for the former Mozambican President, His Excellency Mr. Armando Guebuza, alongside a delegation of key Ministers. Continental Infrastructure, Water, & Sports Management (2008 – 2011)
Expanding her footprint into West and East Africa, Pat’s specialized project management capability caught the attention of global development agencies:
• African Forum for Utility Regulators (AFUR)2008: Zenico was procured to organize and facilitate a high-profile, five-day international conference in Niamey, Niger. Funded by GTZ (now GIZ), the summit brought together continental leaders to establish frameworks for Water and Sanitation in Africa.
• The World Bank/GIZ (2009): Zenico was contracted to design and execute a comprehensive five-day Study Tour in South Africa on PPPs related to Irrigation Systems in South Africa for the Government of Ethiopia Ministry of Water of Ethiopia. Pat curated technical site visits to state-of-the-art water treatment plants, PPP out-grower programs, and specialized irrigation schemes to support the World Bank-funded Ethiopian Nile Irrigation and Drainage Project and the Eastern Nile Irrigation and Drainage initiatives.
• Sports Diplomacy (2011): Between January and May 2011, Zenico’s corporate fundraising services were procured directly by the Deputy Minister of Sport in Mozambique to source and secure high-value corporate sponsorships ahead of the prestigious All Africa Games.
Specialized Digital Payments & Global Financial Advisory: The Rules Project - 2015
Leveraging her profound understanding of regional payment architectures, Pat’s consultancy expertise was leveraged for high-impact analytical work on the international stage. She was heavily engaged in the Rules Project in 2015, where she conducted extensive, primary operational research evaluating major African payment and mobile money ecosystems. Her research focused intensively on the SADC SIRESS platform (the regional cross-border payment settlement system), as well as the commercial dynamics and operational architectures of both the M-Pesa Kenya and M-Pesa Tanzania mobile money schemes.
Tasked with translating this complex data into strategic regulatory insights, Pat was responsible for populating and refining the technical sheets for the Rules Project. Her specialized regional knowledge and rigorous analytical precision culminated in her editing these framework sheets directly for Glenbrook Partners, an elite payment consultancy firm headquartered in Seattle, Washington, working with The Bill & Melinda Gates Foundation on their Level One Project. The Level One Project (L1P) is a major initiative by the Bill & Melinda Gates Foundation aimed at achieving global financial inclusion by establishing Inclusive Instant Payment Systems (IIPS).
The project essentially provides a blueprint, an open-source architectural design, and a set of core principles to help countries build national digital payment infrastructures that safely, affordably, and seamlessly connect the poorest populations to the formal economy.
This work directly influenced insights regarding inter-regional settlement models and mobile payment rules across the continent.

Transitioning her extensive external consulting success into dedicated internal institutional leadership, Pat has spent the last 15 years shaping the modern communications and capacity-building architecture of the SADC BA.

Building upon her early PPP training architecture, Pat was a core member of the team that developed the training modules for the SADC-RTGS Payments Project (Real-Time Gross Settlement), an essential infrastructure initiative modernizing cross-border payment settlements across Southern Africa. She contributed significantly to the drafting and compilation of the Rule Book (famously known as the "Beige Book"), which codified the foundational operational guidelines for eight critical workstreams within the SADC Financial Sector.
