Bowenson F. Phillips is currently Resident Director Sierra Leone for the regional firm FJP Management and Development Consultants. He received M.Sc. in Rural Development from NUC. He also holds a post-graduate diploma in public administration, IPAM; a B.A., FBC; and a certificate in corporate governance for public and private sectors with Crown Agents UK. In January 2020 he upgraded his training skills taking IFC's Facilitating Face-to-Face Learning course conducted by IFC's master trainer.

Mr. Phillips has facilitated innumerable training session and workshops in both public and private sectors, from corporate board rooms to village classrooms, locally and internationally. Clients include admin and legal staff of the law officers department; management of the HIV AIDS Secretariat; the SL Red Cross; Masada Waste Management Co., the Mobile Company Africell, the MoHS and others. He has facilitated FGDs with village community stakeholders as part of program evaluations, baseline surveys or as part of local consultations for development interventions by the local council.

Mr. Phillips served in 2008-2011 as the chief administrator of the largest local government, the Freetown City Council, with over 600 staff in eight departments, and 50 elected councilors from 49 wards. He successfully superintended a range of core and devolved functions (from education to health, from social welfare to agriculture), and managed an annual budget as vote controller in excess of $5million annually.

As chief administrator of the capital city, he conducted national and local workshops, including many with local community and civil society organizations, NGOs, local ward development committee members, etc. He has also made presentations abroad including at Commonwealth meeting of local government stakeholders in India, and a sustainable development training workshop in Israel.

Mr. Phillips is a self-trained and experienced human and social behavior specialist. He has served since 2012 in several committees of the Mental Health Coalition, and is a regular facilitator at the Coalition’s workshops.

Mr. Phillips was born and lives in Freetown. He is married to a chartered accountant, and they are blessed with two sons and a daughter.
