1. Background and context
The Academy of Management and Public Finances (AGFP) is a centre for vocational and resource training in Public Finance Management (PFM), planning, strategic planning, monitoring and advocacy of public policies, financial management, management of Human resources, business management for SMES and related areas, with reference to international practices and the Mozambican context itself.
The AGFP brings with it an experience, jointly with MB Consulting, in the area of consultancy to the public and private sectors.
It is a space for learning, know-how, reflection, sharing and exchanging experiences for the public, private, civil society and other actors such as parliamentarians, cooperation partners, media, among others.
The training and skills development actions of the partners in the public sector, private sector, civil society, as well as cooperation partners, allowed AGFP to better understand the role of each of the actors, the main approaches and/or Intervention strategies, as well as the points of intersection and deviation between these different actors.
THE AGFP:
i) It is constituted under the laws of Mozambique and has its headquarters in Maputo, Mozambique;
ii) It is a small and medium-sized company (SME);
iii) It has technical capacity to work with government, development partners, civil society and parliaments/assemblies;
iv) It has the capacity to provide services at any point in the country, from the central level to the local level;
v) It has practical experience in providing services at national and international level, with particular emphasis in Portuguese-speaking countries.
2. Areas of Intervention
The AGFP offers the following areas of intervention:
i) Training
It is intended for all public, private, civil society and cooperation partners wishing to increase their knowledge and skills in the areas offered by the Academy.
The training will be carried out through three important avenues:
• Vocational courses – short, medium and long term. The formation is carried out in a mid-term or cyclical manner.
• Accredited courses – AGFP in partnership with certified international institutions will offer courses duly translated, contextualized and adapted to the reality of Mozambique.
• Open formation – open formation includes lectures, round-tables, exchange and brain storming, seminars and other formats of a diverse nature, whether on our initiative or through a specific request.
ii) Resource Centre
The resource Centre will promote some initiatives for its dynamisation, namely:
• Public finance conferences,
• Publications
• Communities of practice.
3. Objective
Develop skills, abilities, skills and behaviors appropriate for the different thematic areas.
4. Vision
To be a model in training, particularly in focus themes, guided by a continuous improvement based on creativity and innovation.
5. Mission
Contribute to the strengthening and development of leadership competencies and management of institutional and non-institutional actors.
6. Methodology
The AGFP favors methodologies based on the principles of adult learning and that favor the applicability of knowledge. It is proven that trainees learn better by doing, experimenting and working with their peers. The use of sharing experiences in the themes of training, case studies, group work, simulation, role plays, among many other techniques available by our trainers, ensures the dynamism of training and a fast but effective and transferable learning for practice. The training is carried out in the classroom and through the use of various technologies, techniques and training instruments for the benefit of dynamic and active learning.
7. Evaluation
The methodology of evaluation of the AGFP is based on the Kirkpatrick Model (1994) that includes four levels of evaluation of training and learning, being:
• Reaction evaluation;
• Learning assessment;
• Behavioral change;
• Impact.

8. Trainers
The AGFP was established with the guiding principle of excellence. For this it has a team of trainers solidly qualified, experienced, motivated and prepared for the dynamics and height of the demands of our trainees. The AGFP has internal and external trainers, national and international, able to respond systemically to the needs of training and creation of skills. Additionally, the AGFP has:
• Team of trainers certified by IFC/World Bank/SME Initiative in several thematic areas of management of SMEs. AGFP is licensed to offer 59 training packages in different areas, directed to small and medium enterprises, which can be adapted to the specific needs and requirements of the trainee.
