Ms. KOLIÉ is an environmental legal officer, environmental assessment expert, and a gender, governance and local development specialist.

Ms. KOLIÉ holds a graduate degree in Public Law from Gamal Abdel Nasser University in Conakry and a master's degree in environmental management from the Center for Environmental Studies and Research of the University of Conakry. Since 2003, she has worked in the areas of community development and governance, conducted environmental and social impact studies, environmental audit, adaptation to climate change on behalf of national and international development and research institutions.

Ms. KOLIÉ has relevant experience in the areas of local development, governance, environmental assessments, gender mainstreaming in development projects and results-based management.

Mrs. KOLIÉ has a good knowledge of the legal framework for local development in Guinea, including the code of local authorities, the land and state code and the codes relating to the management of natural resources. She also has a good knowledge of international regulations (multilateral environmental agreements, operational policies and procedures of the World Bank and AFD).

Ms KOLIÉ worked with the Village Community Support Program in the process of supporting decentralization, where she participated in the realization of local socio-economic diagnosis with local development plans in many rural and urban municipalities in Guinea.

Ms. KOLIÉ was responsible for gender and governance issues on the USAID/GUINEE joint project. She participated in capacity building of communities and civil society organizations, being responsible for strategic local development planning, budgeting, communications, service delivery and management of community projects.
